There were several significant changes made to the Student Congress contest last fall by the NFL Council. Please read carefully. Please note that these procedures will be combined with several unaltered procedures in the current manual. Please download a copy of the 2007-2008 Student Congress manual as soon as possible for a complete version of the rules. It should be posted to the website sometime around the end of October. Make sure that the manual you are referring to says “2007” at the bottom of the first page.

Qualifying Chambers

We will conduct a Senate and a number of houses depending upon the number of participating students. There will be two Senators selected to advance and one Representative from each of the House chambers. There will not be a Super Session. The Congress will convene for a minimum of five hours of on-floor debate.

[Chamber Assignments]

You may enter zero, one, or two students to participate in the District Senate. A minimum of eight schools must participate in order for the Senate to be seated.

When you are entering students in the District House, you will determine the grouping of students, as long as the number of entries in each house is approximately equal. As I write this in October, we have 73 possible entries in the House. I do not think it is likely that we can hope to increase that number beyond 91 (the number required for four houses) before March, so I anticipate seating three (3) houses. This means that YOU would determine which of your students you wish to be placed together in a house. The house that they would then be seated in would be determined by a blind draw.

[Selection of Presiding Officers]

Presiding Officers will be chosen from a list of nominees in each chamber. Each chapter may nominate one congressperson in each of their entry groupings to serve as Presiding Officer in their respective chamber.

The first four (4) nominated in each chamber, as determined by the date of the chapter’s entry, will audition for Presiding Officer in that chamber. Note: this makes it extremely important for you to get your entry form in to Janice as soon as possible.

A Presiding Officer will receive between four and eight speaker credit points for each full hour of presiding, not to exceed 40 points for a legislative day.

[Selection of National Qualifiers]

There are two steps to selecting the National Qualifiers from each chamber.

A. Selection of the slate of seven nominees.

1. Each of the two judges and the parliamentarian will nominate two students. 2. The top scoring student (among those not nominated) will complete the slate of seven nominees.

B. Selection of National Qualifiers.

1. The judges will rank the slate of nominees from 1 to 7. 2. Ranks of 6 and 7 will be converted to 5 by the Congress Director. 3. The total ranks of the three judges will be added to determine the placement of the finalists. 4. Ties will be broken in the following order:

	a.  judges’ preference of the converted ranks
	b.  reciprocals
	c.  judges’ preference of the actual ranks
	d.  parliamentarian’s rankings

5. Alternates will be chosen from the original slate of seven in the order of finish A second pool of seven candidates will be determined by the judge score using the cumulative of each student’s top three speech scores per day.

Note: The scorers/judges must have officiated the entire day session of the chambers.

[Legislation]

By vote of the legislative council this summer: “All legislation presented in the NFL Congresses shall be the original work of the student participants. Non-original work shall not be considered for the agenda.”

[Speeches]

This is an extremely important change because it has the potential to have significant impact on the number of national qualifiers we have.

By vote of the legislative council this summer: “Each student who is entered in the NFL District Congress is required to make at least one speech to be counted as a member in the chamber. A student who does not give at least one speech may not vote in the final election or earn NFL points for the District Congress. A student who does not give at least one speech shall not be counted in the reported numbers of participants.

What this means to us is this: the number of entries we have in the Congress determines the number of qualifiers. We divide into Chambers based upon the number of qualifiers we are eligible for. If we have so many members who do not give speeches that we lose a qualifier, we may have to add a Super Session of Congress, and this will cause major troubles with scheduling. Please remind all of your students that they MUST give at least one speech during Congress.

[Time Allotment for Speeches]

Passed by the legislative council this summer: “In Student Congress, a speaker’s time allotment for each presentation in an NFL District and National Congress shall be a maximum of four minutes, three minutes for speaking and a maximum of one minute for cross examination by other delegates. Cross examination shall be a factor in the scoring of the presentation.

The NFL District Congress will be held on Thursday, Feb 14, 2008, at either Lindale High School

In order to have time to set the docket and distribute legislation to competing schools, I am asking that each school submit their allowed two (2) pieces of legislation no later than December 1. This is a little earlier than required by NFL, but it will allow me to distribute the legislation packet sooner.

Again, please make sure that you download the 2007-2008 Congress manual from the NFL’s website as soon as it has been posted, and read it thoroughly. It is each coach’s affirmative duty to ensure that his or her students understand and follow the rules as set forth in the manual.
