2009 District Manuals and Tournament Forms

You can download everything here.

  1. Your entry for Individual Events must be entered on the Joy of Tournaments website by Friday, March 20th, 2009. Your entry for Debate and Congress must be entered on the website by Friday, Feb 27, 2009. Congress bills will be made available by Feb 1. Scripts for the Individual Events Tournament must be turned in by February 21st or hand delivered to David Matley at the Events 4 Tournament at Sonoma Valley HS.

  3. You still must fill out a tournament entry form, including signatures and proof of membership for each entry or alternate. Please turn in this completed form to David Matley no later than February 27th for Debate Congress and March 20th for Events. All forms can be downloaded from the NFL website.
  4. Drops for I.E.s may be made without charge through February 27th, prior to competition. Please email any other drops so that we can begin the tournament punctually. Drops for Debate and Congress may be made without charge through March 26th.
  5. YOU MUST HAVE YOUR STUDENT POINTS ENTERED 7 DAYS FOR THE DATE OF EACH OF THE DISTRICT TOURNAMENTS.
Proof for Entry
  1. Please Note: We are still trying to get 1200 new members and degreees to acheive Level 1 Bonus by June 1st for the 2009 District tournament and be guaranteed 3 spots in each of the IE and Debate events. We HAVE achieved the Level 1 Bonus for this year's 2008 tournament. To get our bonus, however, we still need a minimum of 12 entries in each event.   1. Proof of status may be made in including the following:
    1. Your latest chapter status report
    2. A copy of the students' membership card
    3. A copy of the latest NFL report for the student dated by the NFL
  2. This also applies for alternates for competitors.
Fees
  1. All fees must be paid with registration and made out to GGSA/District Fees.
  2. If you have not already paid your $40 membership fee in the district it must be included with your other fees.
  3. The other fees are as follows:
    1. $30.00 for each debate team (policy or public forum)
    2. $15.00 for each LD entry
    3. $30.00 for each DUO team
    4. $15.00 for each I.E. or Congress entry
Special Information and Requirements
  1. ALL ENTRIES IN DRAMATIC, HUMOROUS, AND DUO: you must have their prepared script (highlighted, etc. just like for State) AND the original source from which it came. Scripts must be turned in to David Matley by February 23rd or hand delivered to him at the Events 4 Tournament. Coaches will need to bring the original source with them to the District Tournament.
  2. Oratories: A complete typewritten, double-spaced copy of all orations must also be turned in by February 23rd or hand delivered to David Matley at the Events 4 Tournament at Sonoma Valley HS. Be sure signed verification sheet is attached...State cover sheet is fine.
  3. INTERPRETATIONS: You must mail with your registration the cut script of each piece being performed in addition to the title, author, publisher, and name of student competiting with the piece. Don't forget that you need the original sources for scripts.
  4. PROPS: No props or visual aids are permitted by NFL rules in any of the individual events.
  5. EXTEMPORANEOUS SPEAKING: Foreign and United States Extemp topics will come from US News and World Report, Newsweek, Time, and Economist Magazines for the first weeks of January through the last issues on the newsstand during the week of the tournament. ##Students may have published books, magazines, newspapers, journals, and articles from these publications provided:
    1. They are originals or photocopies of the original.
    2. That the original or the photocopy is intact or uncut.
    3. There is no written material on the original or photocopy.
    4. Any index is topical without annotation.
    1. ELECTRONIC DEVICES WILL BE ALLOWED AGAIN THIS YEAR ON A TRIAL BASIS FOR DEBATES ONLY. MATERIAL PRINTED FROM ONLINE SERVICES ARE PERMITTED IN THE EXTEMP PREP ROOM AND AS DEBATE EVIDENCE.
    2. NO OTHER MATERIAL (except paper for preparing the speech) will be allowed in the prep room that that stated above. Extemp SPEECHES, HANDBOOKS, BRIEFS, and OUTLINES will be barred from the prep room.
    3. CONTESTANTS MUST PREPARE INSIDE THE PREP ROOM. Contestants may leave the prep room only when released by the adult prep room monitor. Conversing with coaches or other students is strictly prohibited.
    4. The final round of extemporaneous must include cross-examination. Drawing of topics shall take place at twelve-minute intervals. Thirty minutes after Speaker One has drawn, Speaker Six shall listen and/or take notes while Speaker One speaks. At the conclusion of Speaker One’s speech, Speaker Six shall cross-examine speaker one. The cross-examination period shall be no longer than 3 minutes total. Speaker Six shall return to the prep room and Speaker One shall stay in the contest room and listen to and question Speaker Two. Speaker Two questions Speaker Three and so on.
  6. DUTIES: ALL STUDENTS ENTERED MUST BE ACCOMPANIED BY A COACH (TEACHER) WHO WILL BE RESPONSIBLE FOR ASSIGNED DUTIES THROUGHOUT THE TOURNAMENT. Those duties are not finished until the final round begins.
  7. AWARDS: In individual events, awards will be given to all finalists. Debate events will be given to finalists, semifinalists, and quarterfinalists as long as the debaters have won two or more debates. Tournament sweepstakes awards will be presented to the top three schools. The perpetual sweepstakes trophy for cumulative rounds will also be presented.

JUDGES: ALL JUDGE NAMES NEED TO BE ENTERED ON JOY OF TOURNAMENTS AT LEAST 3 DAYS PRIOR TO THE TOURNAMENT.

  1. INDIVIDUAL EVENTS JUDGES: In addition to the required list of judges determined by the ratio below, we would like to have the most qualified judges possible for Semifinal and Final rounds of Individual Events. Gail Chastain and Terry Abad have again agreed to recruit judges for the semi-final and final rounds. These judges will arrive at 12:00 PM for lunch.
  2. DEBATE AND CONGRESS JUDGES - Email names, contact information and any affiliation to David Matley at DMatley@aol.com.
  3. JUDGES FOR PRELIMS - For PF, CX, and LD, bring a judge for every 2 kids. For Congress, you must bring 1 judge for every 4 entries. For IEs you must bring two judges for every 4 entries.
  4. Regarding rules, please refer to the NFL manual for all other changes.

2009 District Congress Bills

1. Resolved, that tax cuts should be prioritized over government spending for the purpose of economic stimulus.

2. Resolved, that the US federal government institute a permanent “Buy American First” policy for all materials needed for public works in the United States.

3. Resolved, that the No Child Left Behind Act be repealed.

4. Resolved, that California eliminate the current requirement for a supermajority to pass the State budget.

5. Resolved, that the federal biofuel research funds be diverted to the construction of nuclear power plants.

6. Resolved, that a national non-partisan panel be established to redraw all Congressional districts to conform with the results of the 2010 census.
