NFL Executive Council Minute
Summer Meeting
June 12, 2004

The NFL Executive Council held its Summer meeting in Salt Lake City, UT on June 12, 2004. Members present were President Billy Tate, Vice President Don Crabtree, Brother Rene’ Sterner, Donus Roberts, Glenda Ferguson, Kandi King, Harold Keller, Ted Belch, Frank Sferra, and Alternate, Leslie Phillips.

Special guests included council elects Pam Wycoff, Pam McComas, and Tommie Lindsey, Jr.

President Billy Tate called the meeting to order at 8:59am.

Special Recognition

President Tate began the meeting by congratulating the newest members of the council on their appointment.

President Tate also recognized the long standing commitment and contributions of Donus Roberts and Frank Sferra to the National Forensic League.

National Tournament

The National Tournament hosts, Frank Langheinrich and David Smith, welcomed the Executive Council to Salt Lake City and provided an overview of host committee activities for the week.

The Executive Council commended Mr. Langheinrich and Mr. Smith and the entire Utah host committee for their outstanding work in preparing for the National Tournament.

The Executive Secretary provided an update of the National Tournament events and procedures.

District Sizes

The council reviewed the materials provided by the Executive Secretary on all district tournaments including student congress district tournaments.

Moved by Sferra, seconded by Keller “Implement a one year moratorium for the school year of 2004-2005 on the requirements for sustaining a District.”

  • The council has directed the Executive Secretary to assess the impact of district size, strength, and participation requirements on the National Forensic League. The current rule requires that a district maintain 16 chapters per year or 500 district tournament entries over a 3 year period to maintain its district status. The council agreed to address and re-establish a policy regarding district sizes at its 2004 Fall meeting. Any new or revised policy will go into effect for the 2005-2006 school year.

Moved by King, Seconded by Sterner “Councilors will fly into Philadelphia, PA on Saturday the 25th of September and the Fall Council meeting will be held on Sunday, the 26th and Monday, the 27th, adjourning no later than 5 pm on Monday, September 27th.

Passed: 8-0-1
Aye: Roberts, Crabtree, Sterner, Ferguson, Keller, King, Sferra, and Tate.
Abstain: Belch

President Billy Tate adjourned the 2004 Spring Council Meeting at 11:45am.
