Moved by Johnson, seconded by Keller, that we let Jim Copeland devise a mail out procedure in regard to L-D topics and see if we can get an incremental announcement process with Jim being the only one that is privy to the results, that we have a fine tuning re-writing and then a final vote. Carried. Sodikow abstained.

Council discussed new judge card for national tournament. New judge card will be tried for one year.
District tournament reports are to include nominees from each district for judges for semi and final rounds. Nominations are to be made for one debate person, one speech person and one alternate.
Frank Sferra appointed Lanny Naegelin to act as a clearing house as to what the national sweepstakes should represent and suggestions for changing the sweepstakes. All suggestions with regard to this should be sent to Lanny prior to January 30. A report will be brought to the spring meeting.
A video of the invitation from the Fayetteville, North Carolina Committee to host the national tournament in 1996 was shown. Moved by Keller, seconded by Roberts, to accept the 1996 invitation from Fayetteville.

Moved by Sterner, seconded by Johnson that the NFL Executive Council strongly discourages debate scouting at the National Tournament, and that judges should not interrupt the flow of debates or contests in any way. They are to be there as silent evaluators and should not reveal their decision (except where decisions are to be announced after a round - elims of CX and single flight elims of L-D). Carried. All ayes except Ted Belch voted no. This rule to be attached to judge assignment sheet.
Mrs. Ewing (Muriel) Kauffman has been invited to be NFL Communicator of the Year at the Kansas City Nationals.
Moved by Naegelin, seconded by Tate, that in Prose and Poetry a student may not use the same source he/she used in Dramatic or Humorous Interp at the national tournament. Carried unanimously.

Moved by Keller, seconded by Naegelin, to grant $10,000 from the Phillips Petroleum Co. Grant to Melissa Wade for the Emory Summer Forensics Institute and $1,000 for a workshop on women in debate.. Carried unanimously.
Moved by Keller, seconded by Sodikow, that the National Forensic League allow a national tournament host to sell any souvenir type merchandise approved by the NFL Secretary, and that said national host pay the National Forensic League a 20% royalty of the gross sales for the use of the insignia and/or for the use of the National Tournament as a vehicle for host revenue. Passed. Ayes: Sodikow, Roberts, Keller, Tate, Naegelin. Abstaining: Belch, Johnson, Sferra.
The Council discussed the coach’s concerns from the coach’s meeting held at Indianapolis.
Moved by Naegelin, seconded by Tate, that NFL waive the 10 point competitive rule for the two Department of Defense schools affiliating from Cuba and Bermuda. Carried unanimously.
Moved by Ferguson, seconded by Belch, we put out a survey to the coaches if they would like to have two judges in cx debate. Defeated: Ayes: Belch, Ferguson, Naegelin. Nayes: Roberts, Keller, Johnson, Tate, Sterner, Sferra. Richard Sodikow absent - not voting.
Moved by Roberts, seconded by Sodikow, that 8 points per round for 6 rounds (48 points) be granted to Natausha Wilson for a national tournament tab room error at Indianapolis erroneously removing her from advancing to next rounds. She also should receive a finalist trophy. Carried. Ayes: Sodikow, Roberts, Tate, Sterner. Abstaining: Belch, Keller, Johnson, Naegelin, Sferra. Carried. 4 - 0
=sibhead Junior High School Membership
The following committee was appointed by President Sferra to study the possibility of a National Junior Forensic League. Billy Tate, chair, Don Roberts, Ted Belch and Lanny Naegelin, with a report to be brought to the fall 1994 meeting.
The Council discussed the report of the CARE Committee and will further discuss this when funds are available. The #1 agenda item for the spring meeting will be the care Committee Report. The Council thanks the members of the CARE Committee for their work on the report.
