The Greater Illinois District Tournament will be held April 12, 13, and 14 in Normal, Illinois. The tournament will be held at University High School on Thursday evening. We will use Normal Community West High School on Friday afternoon and evening and Saturday all day; however, we will run the Friday morning debate rounds Fell Hall at ISU. Many of the chapters and affiliates have not paid district dues; however, you may do so now or as part of your registration fees for district tournament. The fee of $50.00 should be sent to Eric Ewan, Pekin H. S. 320 Stadium Drive, Pekin, IL 61554 . These dues must be paid in order to compete in the District Tournament. You may include these dues in your tournament registration monies.

All orators must have a copy of their oration submitted at registration. That entry must be signed by both the coach and the student verifying that the speech is the work of the student. Please note that NFL rules include a rule that the student must have the original source of all interpretation materials.
Individual students are once again allowed to double enter duo interp and interp. Duo/DI/HI cuttings must be from one novel, one short story, one play or one poem. Double entering is now allowed in Duo and interp.
Students are now allowed to double entry in all events including US Extemp and Foreign Extemp. Students will have to submit a form indicating which event they plan to take to nationals if they qualify in both events. This must be done before they compete. These forms must be submitted with the final results to Ripon. Please check the new rules on entries in terms of team entries.

There is no Senior Banquet this year.

The NFL topic will be the same as the one used for the State Debate Tournament, the March/April topic for NFL.
The Public Forum topic will be the March topic.
Prep time is 3 minutes for LD and 5 minutes for Policy.
We would like to see all entered schools enter at least four students in Student Congress. Six entries are covered by the basic school fee for the tournament. Each school may submit four bills (one in each category) to Fred at his fax number 309-477-4377 by March 30. The length of a speech in congress is three minutes with an additional minute for cross-examination. The cross-examination is expected to factor in the scoring of the student’s speech.
The district committee decided upon the following judge requirements for the district tournament:
1 judge for each 1-5 I. E. entries (2 judges for 6-10; 4 for 11 or more)*
1 judge per 2 man debate team
1 judge per LD entry (1 additional judge for the 3rd and 4th entry)
1 judge for Student Congress
*If you have a full entry, it would be best to hire open judges who do not know your students or to hire judges from the tournament judge list. This will help defray costs for the district. This should also help you save costs on housing, etc.
Judge Notes: If qualified, I.E. judges may double as debate judges. Student Congress judges may be from your Debate judges.
All judges must meet the following requirements:
1. Be two years removed from high school. (at least a junior in college)
2. In debate, be familiar with debate theory, and, if possible, have some experience judging this year’s topic.
3. In I.E., can judge all 6 NFL events.
Please make sure that you fill your judging requirements so that we do not have judging problems. If you are having problems, please call me as soon as possible. Also, we will have some judges for hire at the tournament rates:

We need to have as big a tournament as possible. We received an extension this year but next year we will be on RED status if we do not meet quotas. Those quotas are 16 Charter Chapter schools in the district or a three year total of 700 entries which includes congress entries. If we do not meet these conditions we will only be allowed one qualifier no matter how many entries we have in an event. The following are the number of entries we need to get a certain number of qualifiers.
