Welcome to the homepage of the Chesapeake District of the NFL! With member schools both public and private, religious and secular, urban and rural, college preparatory and vocational training oriented, our district presents a wonderfully diverse, competitive blend.
Maryland and Baltimore City are home to two thriving forensics leagues: the Baltimore Urban Debate League and the Baltimore Catholic Forensic League. Students participate in all manner of speech and debate competitions throughout the season, culminating in our statewide district tournament which draws the best and brightest from all over the state.
To find out more about either league or our district tournament, please contact Rosemary Steck at rosesteck@yahoo.com.

Judging Requirements:
Speech—schools are required to provide one judge for every four entries or fraction thereof. LD—schools are required to provide one judge for every LD debater. Policy/Public Forum Debate—schools are required to provide one judge for every team.
In an effort to encourage schools to not only meet, but exceed their judging requirements, a $20 discount per extra volunteer judge** will be credited to any school who exceeds their judging requirement.
Registration Fees:
$20 school registration; $10 per entry. An entry is one individual speech event or LD debater. An entry is also one policy debate, public forum debate, or duo interpretation team. Students who double-enter are charged $5 for an additional event.
In an effort to encourage schools to participate as fully as possible, a $10 discount per filled (4 entries) event will be allowed.
Double Entry and Schedules:
Students may double-enter any combination of events EXCEPT combinations of Policy Debate, Public Forum Debate, Duo Interpretation, and LD Debate.
Students who wish to double enter in solo events (two speech events except Duo or LD and a speech event except Duo) must also complete and return the NFL National Tournament Single Entry Letter of Intent with their school’s registration. Students who qualify in a team event and a solo event must attend nationals in the team event.
While the schedule assumes a full tournament, we will adjust the tournament to speed up the tournament and will not run any event with less than four entries.
Eligibility:
While no school may enter more than four entries per event, a school’s total entries for the tournament are based on the school’s total NFL members and degrees on record seven days before the tournament. Information on the requirements is in the NFL District Tournament Manual which you can download from www.nflonline.org. The NFL website also contains the entry forms, which need to be entered via Joy of Tournaments no later than March 20, 2009. This is a firm registration deadline enforced by the national office.
If you need assistance in joining the NFL or entering points for students, who must also be members to compete at the Tournament, please feel free to contact me.
Example Registration:
Carver HS has 41 NFL degrees, which allows it 12 entries at the District Tournament. It registers 4 policy debate teams and 4 Public Forum teams. The school brings 9 judges. Tournament fees would be as follows—
$20 school fee + $80 entry fees = $100 tournament fees
- $20 (extra judge) - $20 (2 filled events) $60 ($3.75/student)
