NFL Chapter Manual

The Chapter Manual is the most concise resource on the NFL. It contains information on the following:

  • Membership in the the NFL
  • The Rostrum
  • Student and instructor points
  • Tournaments
  • Degrees of distinction
  • General timeline of a competition year.

This Manual has both basic information on the league and advanced descriptions of what the league has to offer.

It is necessary that every NFL sponsor read and understand the Chapter Manual. Students should also make themselves aware of the activities and methods for which they can receive NFL points and advance in distinction.

NFL District Tournament Manual

The National Forensic League is comprised of 103 districts that govern the affiliate and charter schools in all 50 states. A District Committee and District Chair are elected to represent the membership in various NFL regions. The District Committees are charged with running the district qualifying tournament. This tournament determines which students attend the NFL National Speech Tournament from each respective district.

The District Tournament Manual contains rules and regulatios that have been established by the Executive Council for all NFL District Tournaments. In this manual there is information on the following:

  • General and event specific rules
  • District Tournament Officials
  • District forms
  • Judging assignment
  • Tournament awards

NFL Student Congress Manual

The NFL Student Congress has been called "a realistic approach to the democratic idea of cooperative discussion." Representative student leaders completing in this area consider some of the problems that actually confront our lawmakers. Student Congress serves as an excellent of demonstration of Democracy at work by obtaining practice in the various types of public speaking, gaining a better knowledge of political science, provoking practice in discussion, debate, and parliamentary procedure, and learning to know students of other high schools.

The Student Congress Manual contains the following rules, regulations and procedures that govern competition:

  • Understanding legislation, resolutions, bills and amendments
  • Parliamentary procedure review
  • Conducting a practice congress
  • Final tabulation and final session of Congress
  • Qualification, registration and congress points
  • National Tournament requirements and qualification

NFL National Tournament Manual

The National Forensic League has run the National Speech Tournament continuously since 1931 (except for the World War II years)and the National Student Congress since 1938. Events and rules have changed with the growth of the NFL, but the league's commitment to providing exciting competition has remained constant.

Six main speech events, four types of debate competition, two consolation speech events and four supplemental speech events produce national champions at the end of an action-packed week of competition. Winning students are rewarded with outstanding trophies and over $130,000 in college scholarships.

The National Tournament Manual contains the following information on the rules and regulations of all main, supplementary and consolation events:

  • Qualification, eligibility and registration
  • Judging assignment criteria
  • Elimination and tabulation of results
  • Awards
